Rotary seems to be a nice-to-have, but not necessarily needed, if the work is constrained somewhat.
A couple years ago, Jayme and I were at Ale House, and a rep was there from Guinness with a small laser engraver, making custom pint glasses on the spot. It did not rotate the glass as it engraved our names.
Constraints: the engraved area is maybe 2" wide, on a 3.5" diameter object. My hunch is that if you have tight focus on the laser, this works okay.
